How to use Twilio Voicemail API -

I am working on the Twilio API to create a voicemail option for my customers. What I want is a voicemail record, if a number is out of reach or not within seconds given in seconds, then say 10 seconds. I have created an XML like this Default XML is given below if the dialed number is out of reach

  Then it again 1122.php? Voicemail = 1 will be hit on url.  
    & Lt; / Response & gt;

 
  But it is not working properly. 
  What am I missing ??? Please help.
