How better does STAF compare to Jenkins + plug in CI, test and deploy? Using the Jenkins plug-in is able to get automatic testing and deployment, then under what circumstances should a framework like STAF be used?
Maybe I'm wrong, but these two are just two different things.

I think That both can help in these areas because they are a proven and mature technologies , Which are automation and promotes reuse. Apart from this there is also a broad platform and language support, and provides a common infrastructure in teams.
How will you use them to achieve these goals - this is for you and why not combine them -
