oracle - ORA-12541:TNS:No listener while connecting to DB using toad, when computer is in domain -

My system is in my company's domain Oracle installed in my system I am able to connect to Oracle using SQL Plus , But whenever I'm trying to connect using the following error.

Googled and tried with many solutions, nothing worked.

Tnsnames In .ora, HOST is only ASDi303.abc.com ...
